Former Kingston Fire Chief Charged With Hosing Taxpayers

The city of Kingston made $23,000 in improper payments to employees for unearned leave time, leading to the arrest of the former police chief, Comptroller Thomas DiNapoli announced today.

Former fire chief Richard Salzmann was arrested and charged by Ulster County prosecutors with offering a false instrument for filing in the second degree, a class A misdemeanor, DiNapoli said. The charges come after an audit by the comptroller’s office.

“These errors occurred because the city had lax processes and relied on unverified, incomplete and inaccurate records,” DiNapoli said in a statement.

DiNapoli’s auditors found that leave time was overstated by 102 days for 35 employees and understated by 21 days for 18 employees. The audit found that Salzmann was paid about $5,500 more than he was entitled to and former assistant fire chief Chris Rea received $16,600, DiNapoli charged.

DiNapoli recommended improved record keeping by the city.
