Gov. Andrew Cuomo will deliver his third annual State of the State address at 1:30 p.m.
He is expected to reveal a package of gun-control proposals, but it remains unclear if he and legislative leaders have come to any agreements.
Negotiations between Cuomo’s office and top officials in the state Legislature continued late into Tuesday night, with Assembly Speaker Sheldon Silver telling reporters a deal on reforming the state’s gun laws remained “achievable.”
