Unshackle Upstate: Cut spending, taxes in 2013

Rochester-based business group Unshackle Upstate on Friday released its policy agenda for 2013, a list of priorities that includes reducing New York’s spending, lowering taxes and relieving state mandates on local governments and school districts.

The group said in a news release Friday that the 2013 priorities support its main goal—to reduce regulatory burdens that impede private sector job growth.

Brian Sampson, executive director, said in a statement that steps have been taken in recent years to hold down state spending and taxes, but there’s more work to be done.

“We’ve taken some critical first steps, and we’re hopeful that Governor Cuomo and members of the Legislature will take action to stimulate additional job growth, strengthen our economy and make our communities more affordable,” he said. “Our organization remains committed to educating and empowering taxpayers about decisions being made in Albany and we will hold our elected officials accountable for their actions.”

The fiscally conservative group hopes to see lawmakers allow high-volume hydraulic fracturing, protect the 2 percent property-tax cap and reform worker’s compensation laws to be more business-friendly.
