The head of the state Thruway Authority has recommended a $3.9 billion plan to design and build a replacement for the Tappan Zee Bridge.

[1]Executive Director Thomas Madison said Monday he will ask the Thruway’s board of directors to support the least expensive of three bids to replace the aging span [2], which connects Rockland and Westchester counties in the lower Hudson Valley.

The board will meet at 2 p.m. Monday to make a formal selection.

“This is going to generate thousands of jobs, not just in the Hudson Valley but across New York state,” Madison said.

The bid was proposed by Tappan Zee Constructors, a team of contractors that includes Fluor Enterprises Inc. and the American Bridge Company, according to a source with knowledge of the process. The proposal had been previously recommended by a state advisory panel, which had rated it highly for its cost, construction plan and because it requires the least amount of river dredging.

The state received three bids to build the bridge, ranging from $3.1 billion to $4 billion, though each plan would have an additional $600 million to $800 million in costs, according to the Thruway Authority.
