State Orders Contingency Plan If Indian Point Closes

The Public Service Commission said yesterday that Con Ed must work with the state Power Authority to develop a plan if Indian Point were to close.

[1]The announcement was made by the PSC as part of its advancement of Gov. Andrew Cuomo’s Energy Highway initiative to build up the state’s energy grid. Cuomo said he wants to find alternatives to the Westchester County nuclear plant, which provides about one-third of the power for New York City.

Cuomo, state attorney general Eric Schneiderman and others have called for Indian Point’s closure, saying its location, in Buchanan, in the midst of a densely populated region is too dangerous. Entergy, Indian Point’s owner, is seeking permission from the Nuclear Regulatory Commission to continue operating them for an additional 20 years after the current 40-year licenses expire next year and in 2015.

Con Ed said in a statement that it will work on the contingency plan.

“We will comply with the Commission’s directive to work with the New York Power Authority to develop a contingency plan addressing the needs that would arise in the event of an Indian Point shutdown,” the statement says. “Delivering reliable, affordable electricity to customers is our primary responsibility and a shutdown of Indian Point, without sufficient alternatives, would threaten electric system reliability and potentially raise electric market prices.


Assembly Energy Committee chairman Kevin Cahill, D-Kingston, hailed the decision.

“Whether re-licensure is granted by the Nuclear Regulatory Commission, there are still significant issues surrounding the issuance of permits by the New York Department of Environmental Conservation,” Cahill said in a statement. “Further,¬†even if the plant owners are able to secure state permits as well, there remains the serious and relevant question of whether they will choose to continue to operate the facility when faced with the legitimate costs of meeting modern water quality standards.”
