Spitzer Targets Special Taxing Districts

Gov. Eliot Spitzer today on Long Island announced the first two recommendations of his Commission on Local Government Efficiency and Competitiveness.

One would be to end perks and pay for special district commissioners who serve on water, sewer and other government service boards. The other would be to promote town control of sewer districts.

Special districts have come under fire in recent years because they often lack public oversight and therefore have, in some instances, provided big perks to board members and employees. In
Monroe County, the Monroe County Water Authority was the focus of two state audits that found excessive perks were given to some executives. Moreover, board members receive health insurance and other benefits.

“Inefficient delivery of government services and excessive layers of bureaucracy have long contributed to New York’s chronically high taxes,” Spitzer said.

The recommendations are the first of what is expected to be many from the group in April.
