Will the poisonous partisan atmosphere that has settled over the Capitol for the past few months lift this year?

Senate Majority Leader Joseph Bruno didn’t give much reason for optimism today.

   2008 “will be a great year,’’ Bruno said in a radio interview this morning. But Bruno, who has been battling with Gov. Eliot Spitzer for the last six months or so, then added, “we have an executive who apparently can’t lead.’’

     His latest complaint against Spitzer is that the governor won’t negotiate the future of the New York Racing Association in public. Spitzer said on Monday that there was a temporary deal to let the scandal-scarred group to run racing at three of the state’s four thoroughbred tracks (Saratoga, Belmont and Aqueduct) but still no long-term settlement on what group will hold the reins.

  “It’s 2008. It’s time to turn the page,’’ said Bruno, whose focus this year will likely be on working to hold or expand the Republiocans’ tenuous (33-29) hold on the Senate in the November elections. “But I need a partner.’‘
